General Information

The Auction

The state or municipal property can be sold on the auction in case that its buyers shouldn't meet any conditions concerning such property. The right of its purchase belongs to the buyer who will offer the highest price for such property during the tender.

The Auction is open on structure of participants.

Offers on the price of the state or municipal property are handed by the participants of the auction in the sealed envelopes (the closed form of submission of offers on the price) or are declared by them openly in the auction (the open form of submission of offers on the price).

The Auction, in which only one participant has taken part, is declared not taken place.

The Specialized auction

The specialized auction admits a way of shares' sale at the open tenders at which all winners receive the shares of open joint-stock company on a uniform price for one share. The specialized auction is open on structure of participants. The specialized auction in which one participant has taken part only, is declared not taken place.

The uniform price of sale is defined on the following rules:

а) at calculation of a uniform price of sale are taken into account only money resources of the applicants admitted to participation in specialized auction;

b) the uniform price of sale pays off in order to provide the greatest possible factor of shares realization which pays off as the ratio between shares' quantity transferred to winners of specialized auction and quantity of sold shares.

The factor of shares' realization should not be less than 0,95.

The Competition

The state or municipal property can be sold at the Competition when its buyers should meet some conditions concerning such property. The right of purchase the state or municipal property belongs to the buyer who has offered the highest price for the specified property during the competition in case he meets the certain conditions of the competition.

The competition is open on structure of participants. Offers on the price of the state or municipal property are handed by the participants of the competition in the sealed envelopes.

The competition in which one participant has taken part only, is declared not taken place.

Sale by means of the public offer

Sale of the state or municipal property by means of the public offer is carried out in case when the auction on sale of the specified property has been recognized not taken place.

The right of purchase the state or municipal property belongs to the first applicant who has submitted the application at a stated time for purchase the specified property at the price of the initial offer.

The specified application is allowed for at the price of the initial offer.

Reduction of the initial price of the offer is realized in case of absence of the application for purchase the state or municipal property at the price of initial offer at a specified term through the periods established in an information report about sale of the state or municipal property by means of the public offer.

In this case the first application for purchase of the specified property is allowed for at the price of the offer. A reduction of the price of the offer can be carried out up to the price of cutting off.

Reception of applications comes to the end with a registration of the first application in a receptions journal for applications with the indication of time of its receipt (date, month, hours and minutes).

Sale without the announcement of the price (no value declared sale)

Sale of the state or municipal property without the announcement of the price is carried out if the sale of this property by means of the public offer has not taken place.

In this case the information report about sale of the state or municipal property does not contain the initial price.

Applicants send in their offers on the price of the state or municipal property to the address specified in an information report.

A person offered the highest price for the state or municipal property is recognized as the buyer in case if there were offers from several applicants.

The person who has submitted the application before other persons is recognized as the buyer in case if there was several identical offers on the price of the state or municipal property.
